He was in trouble at a very young age, spending time with unsavory street elements and constantly running into trouble with the law. At the age of twelve, he was involved in a robbery that landed him in a juvenile correction facility where his intake psyche test labeled him dangerous. Wearing that label with pride, he used his growing ill reputation to begin work for a smuggler named Santiago Costa. In his younger years, his work for Costa ranged from pick-ups and deliveries to the occasional "interference" act, but as he grew older he advanced in Costa's criminal ring to a trusted lieutenant. After his fifth arrest before he was eighteen, his parents gave up and signed him over to a Starfleet Correctional School. Despite multiple attempts to escape, Ander couldn't find his way out. Lieutenant Ramon Ortiz saw something promising in Ander and requested he be attached to Lt. Ortiz's program. Though Ander was a trying subject, Ortiz never gave up and eventually found a way to truly interest the young man in his own future. This breakthrough led to Ander's first high marks in testing, a repeated performance over a series of tests provided Ander with the opportunity to apply to Starfleet Academy. Reluctant at first, Ander eventually took Lt. Ortiz's advice and applied. He was accepted and transported to San Francisco after a brief visit home. Unfortunately, this isn't the end to Ander's mischief. Throughout his academy tenure, Ander was repeatedly written up for possession of, or distribution of, contraband. The charges were never enough to get him kicked out but he wracked up a number of reprimands which led to a backwater assignment when he graduated.
