How the Cthulu board games work like and how you make characters and story?Who is the DM here and how he makes the stories and chooses the enemies?
I have never played like this.

Hey Ivan,
I haven't seen too many Cthulu games hosted here at the Inn, but I would imagine that they would run similar to many of the games that do run here.
Basically, this is how it works, whether for Dungeons and Dragons/ Pathfinder, Cthulu, Modern Zombies, Superheroes, Firefly/ Star Wars/ Star Trek, or pretty much anything else:
Step #1: Someone decides that they would like to run a particular type of game and usually they have some kind of story/adventure in mind. This person is typically referred to as the DM or GM.
The DM/GM will put an "ad" up in the recruitment forum, typically laying out a teaser post about the story they are looking to tell, followed by a list of boundaries/rules/requirements for potential players looking to join the game.
The story/adventure they are looking to tell might be a pre-made adventure from a publishing company that they picked up, something they've read or watched, something from their imagination, or a mix of all the above. Opponents that the players' characters will face may include things that the DM/GM have made up themselves, or may come from pre-published materials.
The boundaries/rules/requirements usually include things like how many players they are looking for, which rules-set they are looking to use to run the game, how players should go about creating their characters, how often they are looking for players to post to the game, and what information they need from potential players in order to apply to the game.
Step #2: Interested potential players follow the guidelines given by the DM/GM in the recruitment post to create and submit characters to the DM/GM, either by private message or to the recruitment thread of the game.
Step #3: The DM/GM approves characters submitted for the game, asking players to make any changes that he/she thinks would be best for the game they are looking to lead.
Step #4: Once the DM/GM has received enough characters for the game, he/she will start up a Game Thread for their game in the appropiate game forum, along with a Question and Answer thread for the game in the Question and Answer forum.
I would encourage you to check out a number of the game threads and Q/A threads to get a clear example of how the games are played.
Step #5: GM/DMs post to the game, setting up the scene/world, to which the players respond as if they were the characters. It's kind of like cooperative creative storytelling. Again, check out some of the games to see what I mean.
