good stuff!
Loving all this info. I'll do as Eol did and type up a quick list of some NPCs in the flight control department. In the meantime, I'll try to keep up with the rapid-fire posting! This is probably one of the most productive, most fun, most committed games I've ever been a part of! It seems like years since Olan opened up an "interest-check" in the recruitment threads, saying that he wasn't sure if he had the time but wanted to see if there was interest. Well, we've come a long way and *sniff, sniff* I'm proud of you all!
Anyways, I'm really enjoying playing, and shocked at the commitment everyone's made to both game and character, everyone is so well-developed, interesting and supportive.
I guess that kind of turned into a bit of an inspirational speech. Well, just a couple thoughts from one player to the others, over to you coach.

Regarding Cetaceans...
It's not "canon" per se but the chatter and concept art for Star Trek Online is kind of hinting that "Cetacean Ops" might be located on Deck 7 of a Galaxy class. *shrugs* I reckon, though, what with ships being modular as they are, the Discovery's dolphin exchange could be most anywhere we see fit to put it, aye?

Answers...
Starfleet Academy is a four year program and is typically attended after college.
Also, cadets aren't assigned to a particular department (Command, Operations, Tactical, Science, etc), rather they are required to study all areas and, upon graduation, are typically assigned to a department in which they excelled on their first tour. So, technically, no a cadet can't switch from command to ops because they're not really in a particular dept to begin with. Can a person change career fields from Command to Ops while in service? Yes but it typically takes intervention of some sort from a superior.

...there are whales.
On pp. 44-45 of the ST:TNG Technical Manual, it is stated that guidance and navigation research is conducted by a cetacean crew of twelve Bottlenose Dolphins (Tursiops truncatus) and Pacific Bottlenose Dolphins (Tursiops truncatus gilli), overseen by two Takaya's Whales (Orcinus orca takayai).

Don't know what 'rank' they'd have, but I added a cetacean and a dolphin npc, as well as a cetacean 'linguist' to the science department

Not sure if the cetaceans actually get ranks or not... can't find it referenced anywhere, to be honest, just says that they're "crew"... Even if they don't get rank "officially", though, I don't suppose there's anything that says they can't get names like Lt Aqua, Petty Officer Sponge Bob, etc.
