There's a starting point, anyway, whether you go low or high level. Also, since you're considering TIE pilots, you may want to switch the Force Points and Dark Side Points, etc...
Edit: These stats were pulled directly from the Core Rulebook (d20 version)... Page 353, I believe. I know, it doesn't specify TIE fighter pilot but what is a TIE pilot other than your standard starfighter pilot with Imperial Perks, right? Hope that helps.
